Copyright violation. We don't know who designed this medal, but it was published recently; unless we have reason to believe otherwise, we must conclude that the medal designs are copyrighted and non-free. Photographs of medals are derivative works of the medals and cannot be hosted on Commons unless the medals are freely usable. An exception to this is freedom of panorama; Brazililian law states "Works permanently located in public places may be freely represented by painting, drawing, photography and audiovisual processes." (COM:FOP Brazil) That being said, this display does not appear to be permanent at all (it's just a few stands on a table with an open medal case splayed before them), so I don't think FOP can apply in this case.
